Dish-Apt-Planning Office

    Need a bit fo advice, funny one this -

    I live in an apt and when first renting it (development was new) got assurances from both estate agent and landlord that putting up a sky dish was no problem at all.
    Grand, did so then 6 months later landlord says management company want it taken down against the rules - I say, no you allowed me put it up (or if I have to take it down then compenaste me for the new equipment I bought outright)
    3 months after that I get letter from Planning Office demanding removal (it's on front of building)
    I did so and now it is on my balcony (not affixed or attached to property in anyway)
    Landlord and I got a demand 4 months after I complied with Planning Office for €1000 for handling the 'issue' (letters and photos apparently)
    Told landlord I would not be paying it (see above) he wasn't too happy, we had several chats in which I encouraged him to challenge their 'fee'.
    He left a voicemail for me the other day saying they had waived the 'fee' but on the condition I remove the dish from the balcony!!
    It is not affixed to anything so what business would it be of theirs?
    Is he bs'ing me or does anyone have any knowledge if this is true that Planning Office would be bothered about something not contravening planning laws, before in ring them up myself.

    Here are the planning regulations:

    (b) The erection on or within the curtilage of a house, of a dish type antenna used for the receiving and transmitting of signals from satellites.

    1. Not more than one such antenna shall be erected on, or within the curtilage of a house.

    2. The diameter of any such antenna shall not exceed 1 metre.

    3. No such antenna shall be erected on, or forward of, the front wall of the house.

    4. No such antenna shall be erected on the front roof slope of the house or higher than the highest part of the roof of the house.

    Is an apartment a house?

    Anyway the landlord should get a Comunal system feed from a discreet 96cm dish on the roof.
