Anyone familiar with this plug wiring colour scheme?

    Just wondering if someone has seen this colour scheme before:

    Black -- Black and Yellow (striped) -- Blue

    From the extra thickness of the coating, it's appears that Blue is Live, as I suspected (contrary to standards) . I'm not sure which of Black, and the striped Black and Yellow, is the correct Earth.

    Any ideas folks?
