Credit Card cross border handeling fees

Just got my credit card bill today and i noticed that i have been charged 1.75% on all Internet transactions outside the eurozone. I have never noticed this before, normally they just charge you the handling fee if you are physically outside the eurozone. Anyone know anything about this? btw I am with BOI
