    Hi,
I'm aware that no advertising is allowed on boards.ie, but am just a little uncertain as to what the definition of 'advertising' incorporates. Surely, if someone has set up a not-for-profit website, it's acceptable to announce it on one of the regional forums - to advertise it to people in the locale it affects?
As long as a site is free to join and use; as long as it isn't "selling" any product or service - surely this is ok?

It will be taken on a case by case basis. If it's of benefit to the users of a particular forum then it might be considered OK.
