Its one thing for the character in the show. However, detached from the show it is only a Golliwog. At least that's what it will be perceived as by most people.

This is a terrible idea. I still miss the ninja smiley. Also the pacman smiley.

Oh certainly, there's no denying it's minstrel makeup (well, if you've seen series 3, it isn't makeup at all!), that's kind of part of the whole character of Papa Lazarou, the very out-dated circus preformer. I mean, he's got the whole traveling freak-show thing going on, I'd say without doubt he was designed to be extremely un-PC and outdated.
