I have always used Sound Forge, it is not free though Audacity should be sufficient for you.

Audacity requires the LAME mp3 encoder (a separate program which might already be on your computer) to be installed to save files as mp3s.

Of course you could always just save them as .wav files and use another program to convert them, there are plenty of programs that do this.
