Well for the mean-time turn your monitor upside-down it will make everything easier.
It depends what kind of graphics card you have - but there should be an option under advanced settings to rectify it.

ie Control Panel --> Display --> Settings --> Advanced Settings etc

The option to change it back should be in your graphics adapters advanced settings somewhere. Its some crappy "feature" that in-built Intel adapters in particular seem to have for no good reason that I can see.

If your IT guy can't figure that out, you should probably look into a new one.

    ctrl+alt+arrow keys?

    What video card?
    Intel:
    Right Click on your desktop
    Choose Properties
    Click on the Settings tab
    Click Advanced
Click on Intel Extreme Graphics tab
    Click on Graphics Properties
    Click Display Settings
    UNCHECK "Enable Rotation"
    Click Apply

    ... *falls about laughing*
