Mature student entry question

Are there generally any instances where a college or university will waive certain mature student entry requirements. Most if not all say you must be 23 on or before 1st Febuaury of the year you wish to enter the course. Do they ever make exceptions for people who let's say are 23 in March of that year?

EDIT: I've just seen that UCD accept some late applications from mature students up until May. Could a person who turned 23 after the Febuaury deadline but before the May deadline apply.
