Non-refundable charges on Ryanair

My father-in-law is having emergency surgery today and will not be able to use his Ryanair ticket for Saturday.
I realise that only the Government taxes are refundable. The admin charge for refunds is e24 so it is highly unlikely that the taxes would exceed e24. BTW, the admin fee is not listed on the site; Aer Lingus omits the figure from their site too.

I was reading the Taxes and Charges page and it says that the "Passenger Service Charge", classified as non-refundable during the booking process, is an airport charge. I find it surprising that this charge is not refundable. If a ticket is not used Ryanair won't be charged by the airports for the absent passenger. It is by far the largest portion of the taxes/fees/charges.
