Connecting TV to Dell Inspiron 1100

I'm trying to connect my TV to my Inspiron 1100 using a Scart to S-Video and Twin Phono Lead and a Stereo 3.5mm Jack to Phono Splitter but with no luck.
The laptop manual advises using an composite video to s-video lead and 3.5mm jack to twin phono lead but I've been having a problem trying to find the composite video to s-video lead so I picked up the Scart to S-Video and Twin Phono Lead instead.
I'm getting a picture on my TV when I follow the laptop manual's instructions for enabling the display settings but it's grainy and without colour on all settings (PAL/NTSC).
Does anyone know how to fix this?
