It used to be in some countries you got shot or prison a long time for having a Short Wave radio. Now it is if your dish points the wrong way.

Are the jamming transmitters in Cuba or Iran or both?.

How can Cuba prevent Iran from watching a satellite signal?.
What role do they play in this?.

Does this ruin the frequency for everyone?.

Wheras in this part of the world we have planning officers and managment companies
I wonder who the European GSM company who supplied the jamming equipment are?

I wish these articles would name and shame

Actually possesion of a satellite dish is an offence in Iran (despite Iran's national TV channels being on satellite). Despite the penelties the law is widely ignored. Enforcment varies depending on which part of the country one is in (Its harsher in Kurdish areas for example) and what way ones dish actually points

Are the jamming transmitters in Cuba or Iran or both?.

From reading the article it appears to be both

The Cubans jam (or at least try to) the uplinks and the Iranians jam the downlinks from military bases and cellphone towers.

Although unless one lives right next door to said cellphone towers I cant imagine downlink jamming at such a high frequency being particularly effective. (ADDS I presume theres serious power being used maybe there ARE cellphone masts that I wouldnt like in my backyard  )
Incidently the article seems to be rather biased pro US govt/Anti Iran govt (not that Id trust either lot)

V high power output - possibly constitutes a health hazard.

Old article from TSI when Christian Mass was still at helm with some technical details attached:
