I know someone who wants to buy land which is coming up for auction with a view to eventually selling his own house and building on the site. Based upon the following, how much should he be able to raise and where would be the best place to apply:

Couple in mid-thirties with joint income of 70-80K PA.
Mortgage of 230k-taken out six months ago.
LTV approx. 55%
No other loans/debts.
