    Can ComReg actually change legislation?

ComReg is the "national regulatory authority for telecommunications, radiocommunications and broadcasting transmission in accordance with EU law which is subsequently transposed into Irish legislation." ( paraphrased from www.comreg.ie )

... Therefore, while they don't actually technically change the legislation themselves, they advise the government on changes of legislation and, because ComReg is the regulatory body set up for that very reason, the government basically take their advice and make the suggested changes.
