Pension/PRSA for self-employed

For a single annual payment would a pension scheme or PRSA be most suitable for a self-employed person? I've been told that a pension has lower charges ie .75% management charge against 1% for a PRSA. I can take out a personal pension on the following terms:

    2% commission
    .75% management charge
    No bid/offer spread.

Is this a good deal? Do you know of a better one? Would better offers come up closer to the October 31st tax return deadline?
