The department have issued a directive to primary school principals that they must make every effort to use qualified primary teachers as subs before they hire an unqualified primary teacher to cover any absence.

In reality though, there are quite a number of people who are working in schools without the qualification, however many of these were regulars before that directive.

It hasnt stopped people hiring non qualifieds, it has just reduced the rate of it happening by a large amount in my opinion.
