does he still need a license to broadcast?
asking because a similar case of thepiratebay.org can host torrents without legal action since its on swiss soil
they told ms apple ea and various other companys to gof*ckyyaself

Torrent files are very, very different to music files.

He'll need to check Israeli regulations regarding streaming. If he is streaming material for which he does not own the copyright, he should obtain permission from the copyright owner. For streaming of commercial recordings he should contact the record industry association in Israel regarding license and royalty payments: http://www.ifpi.org/site-content/directory/national_groups.html

If the streaming generates revenue, Thomson will want their cut too: http://www.mp3licensing.com/royalty/emd.html (edit: looks like that only applies to entities with associated annual gross revenue of US$100,000 or more)

He should also make sure his mp3 codec is licensed for streaming.

I heard playing a jingle that overlaps the start of songs also helps in the copyright.
I read it on the shoutcast site.

    makes sense to me

OP, don't bother with a licence. Keep doing what you're doing until someone tells you to stop. Thats what i would do anyway.
