hey are probably restricted in the usual ways ,remove the long cover at the left of the engine/transmission and look at the front pulley for the belt. The pulleys can expand/contract depending on speed , if you look in the V of the front one there will probably be a small spacer stopping the pulley from expanding to its full potential.Next take off the exhaust , you will probably see there is a tube welded in to it to reduce the internal diameter at the engine end.... again will be fun to remove unless you have the right gear, either use a very large drill bit and then a die grinder to clean it up or a welder with a cutting rod and die grinder again to remove it

I read on another forum that the aerox may also have a restriction in the CDI box. I think the CDI box cuts the spark over a certain rpm although I am really not sure as I am no mechanic. I had to buy one for my scooter way back when in addition to the steps mentioned.

Your spot on , with some scooters ( say xr8s ) there is a little link hidden just under the rubbery stuff on the cdi , you break the link and its sorted ,not sure about aeroxs tho
Also if the bike has a good few miles on it the bolts holding the exhaust to the cylinder may be difficult to remove/may break in the process, maybe dropping it to a bike/scooter shop may be a good idea

If only i had known you when i had my scooter :) It was an x8rs and I bought a (most likely overpriced) malossi cdi unit - i could have made do with the pliers!

I'm getting my restrictors off today but even restricted I can easily do 60kmph on the flat and 80 on a nice straight road!
