    Poorly developed muscles?

    Go ask a GP.

They'll go away when you go into a warmer room.

Or go to your doctor if its really a concern for you. In the meantime, please read the thread that has "please read" in the title.

Are they red? They're normal, have them myself. I was really concerned but then I kept meeting other people who have it too. They fade a bit in the summer, especially with a tan.

My friend had these and was told by a doctor they were caused by a vitamin A deficiency.

Sounds like it could be keratosis pilaris - check with a dermatologist. Apparently about 1 in 2 people have it (more common with women, you see it all the time). If you stick some moisturizer on, it might be less noticeable.
