From the Cork County Council website.

A Register of Electors, produced annually, is a schedule of persons entitled to vote in Elections and Referenda. Registration Authorities (City and County Councils) are required by law to prepare a Register of Electors. A Draft Register is published on 1st November each year and is made available for checking at Post Offices, Public Libraries, Garda Stations, and Local Authority offices. It is advisable to check the draft Register to make sure that you are correctly registered. The Final Register is published on 1st February and comes into force on 15th February. It is in force for the following 12 months. It is an offence to fail to give the registration authority or county registrar any information required for the purposes of their duties or to give false information.

You can check online via most County Council websites. I know Kilkenny and Meath do it.

Depending on where you live you can also check online. Wicklow CC, not a county renowned for it's modernity in such matters, allows you to check your status on their website.

Your local post office will be able to tell you and give you a form if you're not.

Fingal County Council say you can check it between Nov 1-23 in swords or blanch or town library.
    Thats real handy.
