PSU problem?

Weird things are happening to my folks desktop Dell recently.

Basically - the fan and the hard drive don't ever seem to shut down. Plug it in and the fan starts up and there is the sound of the HD being accessed (the HD access light flickers as well). This is BEFORE it's turned on.

Same thing when the pc is shut down. If you shut down XP as normal the monitor goes into standby but the base unit continues to make noise. Now, some fan activity afterwards is normal. But this will go on indefinitely (at least all night). The only way to stop the sounds is to plug the computer off.

Anyone have any ideas? Is it a PSU problem? No new software has been installed to cause this.

    Twas bought 18 months ago.

And even then, its my folks computer. I'd only go home the odd weekend and you need to be there during the weekday to call Dell.

And there is no way my dad can explain the problem to an IT guy in Bangalore - he panics and declares the computer dead when he leaves a floppy in the drive and the computer tries to boot from it when its turned back on. If I had a euro for every non-system disk error phone call I've had.

Anyone have any ideas or seen anything like this before?

Thats weird? Try reseating the mobo and unplugging all the power connectors. Dust out the inside and check the psu outside of the case (i.e plug it in and check if there is voltage on the lines without the need for the mobo to turn it on)
