Rules of the Road - roundabouts

On a roundabout you always give way to traffic from the right. You're at a roundabout and it's rush hour. Traffic is crap and the right happens to be one of the main roads outta town. You can't seem to get straight across without sitting in the middle of the roundabout.

Are you allowed to "block" the roundabout if it's simply bumper to bumper? Or are you technically supposed to just sit there all night?

I don't want "well, everyone does it" or "nobody cares" ... I'm trying to clarify the actual rules of the road ... which I should proberly know anyway.

I think technically speaking you are not supposed to get on the roundabout if its bumper to bumper if you are blockin passage for those not necessarily gettin off at ur exit.
