Does the speed at which I write a CD affect the playing of the VCD.

I have written a film to CD at 24x and the burned cd plays fine in my lappy however it is very stop and start playing in my DVD player. It sounds like the player is working very hard to keep up with reading the data as it plays.

I was just wondering if I had burnt it at 12x for instance would this make a difference to the DVD player , would it be easier for it to read it then and get rid of the stop starting of its playing currently??

There are arguments that would suggest that you are correct, especially if the DVD player is old.
Writing at a higher speed makes the ends of the microscopic pit on the burnt disk get more rounded. On a pressed disk they are square.
It sounds like your DVD player is having a hard time recognising the edges of the pits.
So yes try burnig at a lower speed, say 8x and you could solve the problems
