Fans can fail at any time, it could have been the bearings seizing up or else the motor gave out. This is unrelated to how much or what use the laptop gets. Depending on the laptop brand, it can vary with regard to getting parts for the laptop and how expensive it is to get it fixed.

Would the parts be covered under the warranty

Yes Contact the manufacturer or where you bought it to see about getting it repaired.

You can download diags to test the fan.

Are you sure is has stoped? Is there a fail warning?

If it is failed try to remove all the dust from it.

Make sure it is free to spin. ie not blocked by anything.

YOu could strip the system and make sure the power cable has not wooked loose.

When you power the system the fan should spin for a second, does this happon? Is there any life at all?

The fan stopped on my laptop, but it turned out to be just a big clump of dust jamming it up. Get a can of pressurised air and attack the fan with it, or just do what I did and blow like a muther into the air vents of the laptop :D

    Good as new
