Which "app"? The Belkin wireless monitor thing?
    Which Operating System?
Have you disabled wireless zero config / other conflicting software?

If its a new build , do you have any firewalls enabled, if you do turn them off and see if the card works.
If it does , then you need to adjust the firewall settings to allow the card to work.
I have belkin wireless and every now and again XP decides to block it in the firewall , usually after a windows update session. The symptoms are exactly as you described , belkin utility pops for a millisecond and then goes away.

If that PCI Slot doesnt work, you probably should get it fixed up..

Are you sure it "fitted" in correctly?

You should verify if it is the slot by installing another known good card into it and see does it get recognised by windoze. It may have been just a resource conflict!
