Interesting ... someone hasn't thought this one out very carefully.
Every Citizen who has the right to vote at an election for members
of Dail Eireann regardless of their residency shall have the right to
vote at an election for President.

This would mean that I, as a UK citizen, who can vote in national elections, could vote in the presidential elections.
Section1 amends Article 12 of the Constitution to allow for the
following: the opportunity for those not resident in the State of
Ireland but citizens of the State of Ireland to vote in Presidential
    Elections, ...

    But this contradicts it.

Coming from a government that signs international agreements without even informing the oireachtas as required by law, are you surprised?

Nope. No major changes there though, so none of the media would bother to make a big deal out of it.

They can't do anything without asking us though, so it's not going to sneak through :)

the opportunity for those not resident in the State of
Ireland but citizens of the State of Ireland to vote in Presidential
    Elections,

Sounds like an attempt to encourage postal voting/absentee voting. What are we Americans ?

Perhaps it will make it easier for them to fudge the election results now that the president will actually have some power, President Bertie perhaps?

Ooh great, encourage more postal voting on a register that has 800,000 too many registered voters. And the government parties are perfectly happy not to change it until after the next election, despite what they may say, actions are what count here not words.

That really makes me believe Irish democracy is in rude health!
