    A Stira attic stairs , should be able to be fitted in the arrangement you need. A standard stira finishes at a horizontal plane. You only need to rotate it a further 90 degrees to do the same job. It should be possible to do that , as they rotate from a horizontal down to an angle, so they must have the capability. Your rotation point is the top of the stair unit anyway. It should be a simple process to get a metal rotating axis made for the point of rotation, and fit a standard Stira to it.
