Could someone explain why the time limit is 7-10 12-19 Monday-Saturday. Why the two hour gap? This has been bugging me since I first saw the signs!

todo with loading stock into shops and other business activity. Not like they actually wait for it. All the bread delivery vans seem to ignore every parking restriction.
