try turn on, pc ,hold down f8, safe mode menu, comes up, load up windows in safe mode or command prompt ,mode, sounds like win registry is corrupted or missing data.

can you go in safe mode, dos prompt, go to temp directory, delete all files, 99.9 percent of time, win not loading,it means user.dat, other, .dat file is damaged, ie the registry is damaged,u can replace registry by renaming user.bak ,and bak, to user dat, system.bak article 307545 , on support.microsoft.com ,explains all,you can put in winxp disk, reboot from d:, cdrom drive, choose restore, press r button, ie delete all the files,in the TEMP,DIRECTORYexample,, c:\windows\temp , use cd c:\windows\temp ,then delete *.* .
OR just follow all instructions on support.mocrosoft.com , look for how to restore directory.delete the files in the temp, directory you posted here
