ECDL Teachers: The rules have changed

Hey, I've lurked here for a while, but this is my first post.

I'm a full time IT trainer, working at a small training centre in Dublin. I have the JEB Teacher's Diploma in IT, which qualifies me to teach IT classes, including the ECDL.

My boss received an e-mail from ICS Skills, who are responsible for the ECDL in Ireland. They are supposed to be a neutral, non-profit organisation dedicated to developing IT skills in Ireland. The e-mail said that ICS Skills have graded their standards for accredited ECDL teaching centres.

A while back, ICS Skills set up their own teacher training course - the Certified Training Professional (CTP). The e-mail by boss received said that there will now be two types of ECDL test centres - Accedited (which everyone is so far) and Certified (a new level, which will get "preferential listing.")

In order to be a Certified ECDL testing centre, there have to be at least two Certified Training Professionals teaching there. Once the centre has been listed as a Certified ECDL centre, all ECDL testers will need to have the CTP within twelve months.

In other words, my internationally recognised qualification, which cost me almost €2k and which took over six months of study, exams, teaching experience and developing new courseware, doesn't cut it any more.

Not only that, but since no centre is going to want to fork out the fees for this course (I think it's about €1500), I'm going to have pay for it myself!!! I'm pretty sure I'm eligable for FAS funding for the course, but it's still going to be at least €400 out of my pocket - and into ICS Skills' bank account!

Maybe I don't have all the correct details, but to me this is just ICS Skills using their position to make me (or my boss) pay for a course I wouldn't otherwise need. Has anyone else heard about this?
