Trouble getting vehicle licensing certificate

    I bought a car a few weeks ago privately through the autotrader. I have his name address and signed letter from himself saying that he is the owner of the car, had full legal right to sell to me, signed and dated by himself which he gave me on the day, with the promise of posting down the cert and spare key. 3 weeks on now, and still nothing. I rang him on last monday and he said he had posted it in post box day before (sunday...no post till monday anyway).
    By monday of last week i was getting worried, rang him up again, he said he definitely posted it that day, and leave it till wednesday, just to see if it comes, and if not he will order new copies.
    Wednesday comes , nothing. I rang him, left voicemail, no answer.
    Rang thursday, no answer.anther voicemail.
    Rang today from a different number in a different county and phone picked up, though he just kept repeating "Hello, hello" like he couldnt hear me.
    Tried again just now from a landlind and a mobile and phone just beeps.
    What recourse do i have if this guy was dodgy? Should i contact a solicitor? Vehicle licensing centre? gardai?

    ps just rang again and left another useless message

    If you dont get the paperwork into your hand on the day this kind of messing can happen even with well intentioned people. If you phone shannon 1890 411412 and give them the reg, they will confirm for you if the vehicle is in the sellers name.(or yours!) They wont tell you what name it is in, just confirm if the info you have is correct/incorrect. You can get a form from them which you can sign in front of a peace commissioner, solicitor or such, that they will accept as proof of ownership, and allow you to be issued a cert. Bear in mind if the vehicle was never taxed a licensing cert wont issue anyway.
