On diesels, usually every 12k to 20k and on petrols every 60k to 80k, but it's all very dependent on the type of car

Does it effect the performance of the car? How?

It's more likely to affect a diesel than a petrol. Two things happen filters over life, first, they get petter at stopping particles which may seem like a good thing and up to a certain extent it is. Second, the flow through them is reduced because of the particulate buildup in the filter and this causes problems. When the flow is reduced, the engine can become starved of fuel, impairing performance but worse than this on diesels, the fuel acts to cool and lubricate the injector pump and running it without sufficient cooling and lubrication can cause it to seize resulting in bills of up to €2000.
