PayPal Buyer Protection - Scam?

    31 Jan: Bought a bag from ebay for £170 plus £20 postage from Bangor to Dublin.

    3 Feb: Received bag and noticed it was fake leather so e-mailed the powerseller who sold it.

    4 Feb: After trying to persuade me into keeping it he obliged and stuck to his money back guarantee and offered a refund. Sent the bag back that day to Bangor with registered post.

    13 Feb: I checked An Post's website and it said the item was delivered on Feb 7 and the location was Craigavon. I phoned An Post and they told me it had been delivered to Bangor but because it was last scanned in Craigavon, the last place that is listed on the website is Craigavon. I e-mailed the seller.

    14 Feb: He replied to my e-mail saying he hasn't received it and hasn't received any returns in a few days.

    15 Feb: I e-mailed a lady called Peggy Canning in An Post and she said it was delivered on 07/02/2006 at 07.45 and signed for by the seller. She e-mailed me a copy of the barcode list which shows that the item was signed for and I still have that.

    16 Feb: The seller gets back to me and says he has received 2 returns since Monday, both from the US. The postman was never at his door earlier than 9.00.

    18 Feb: e-mail from seller:
    "why are you being so nasty and accusing me of theft, as you can see by my feedback im not a thief, i went down to the post office yesturday and asked them if they had a parcel for me, i told them what you told me and they said they need a barcode number to find the parcel, can you send me the barcode number please of this parcel you sent me and if you have it the parcel number too, i rember on tuesday morning the parcel van was banging my door very early , i got up out of bed and looked through my bedroom window and i saw him driving off, but when i ran down to the hallway i saw no card left , which they allways leave if i miss the post man at the front door, ive told this yesturday to the people in the post office and they think that is very strange, they need you to give me the barcode number so they can find the parcel for me, please trust me im not a thief and you will get your refund."

    20 Feb: After about 14 million times telling him the Barcode number he finally finds it on An Post and says "why is it saying it has been delivered in craigavon, i live in bangor, co.down".

    He goes on listing all the parcel companies that could possibly have delivered it. After I threatened to contact Ebay he said it has nothing to do with Ebay, it's down to the parcel company. He also told me I could claim for more money than the item is worth through the parcel company.

    He finally manages to open the attachment I sent him showing the item was signed for. He said he never prints his signature in that way. He also see's a stamp saying Express Parcels and says it must have been them that delivered it. Because the logo had SDS on it I thought they delivered it but the seller somehow managed to notice the name on the stamp.

    21 Feb: I put my Paypal claim in.

    He finds Express Parcels (which are based in Craigavon) and phones them. They told him an agency worker was on that day and the driver is out sick.

    Peggy Canning sends me a form to claim from An Post. She also said she contacted Parcels Express who had been in contact with the seller. She confirms that the delivery driver is out sick and not expected back until next week when he'll be asked for a report on this. I sent the form to An Post.

    28 Feb: PayPal claim denied.

    10 Mar: The case re-opened after I won't stop hassling them. The same day the appeal is denied and case closed.

    14 Mar: I fax them the Barcode showing the item was signed for. Case in revie. Appeal denied.


    What more do PayPal want? I'm down €270 because the seller claims he hasn't received the item. The seller is actually not registered with Ebay anymore for some reason and hasn't been since around the time I first contacted him. I do not believe the postman risked his job by stealing a parcel that could have contained anything. This seller has stolen my money and there is absolutely fúck all I can do about it.

    There's not a chance I'll be back on Ebay and I can't believe the trouble I went through over this for nothing.

    BTW - My sister in law was in a similar situation to me around the same time, the credit card company were the ones to refund her.

    Perhaps the parcel company simply pushed the parcel through a window or left it in his porch/shed? Its often happened to me that they did this and then simply printed a signature.

    I don't see what they gain from this. All it does is save them putting a form in the letter box.

    They have everything to loose from this. What is the point of the signature if they can sign it themselves?

    Try the credit card company like your sister. They can reverse payments to paypal.
    Can you claim with an post? whats the point of registered post if a signature means nothing.

    when you registered it did u insure it for what it was worth or was it just registered for a signature?

    Also, did you try an Item Not Received of Not as Described dispute with eBay? It may be too late at this point though. There's more information at:

    Yeah, that was the first thing I did and they just told me to contact Paypal. At this stage I don't think I'm getting anything out of this and it's my last time buying anything off Ebay.

    I got a letter from An Post today and decided that I'm not letting the scammers win.

    Dear Mr Walsh

    Thank you for you enquiry concerning a parcel posted on 04/02/2006 and addressed to Mr

    , ---, Bangor, Co.Down.

    I am pleased to inform you that we have been advised by the postal authorities of Northern Ireland that the parcel was delivered on 07/02/2006.

    I trust the matter is now in order but if I can be of any further assistance, please don't hesitate to contact me.

    What should be the next step? Should I contact Paypal again or is there anywhere I can put a claim in against Payal?

    One great advantage about paying by credit card is, if you don't recieve goods or get scammed they will do the donkey work for you and you get the refund no hassle.

    That is scandalous that after showing paypal proof of a signed for delivery, they denied your request for a refund!

    Contact your credit card company ASAP about a chargeback.

    Paypal are absolute jerks.

    I've faxed the An Post letter off to Paypal. If nothing is done in the next few days I'll contact the credit card company.

    I would not even bother waiting for Paypal. I would have contacted the credit card company at the end of February to report a fraudulent transaction and to request a chargeback. Paypal are a joke

    A lot of sellers are unhappy with PayPal mainly for the above reasons but sellers should be happy to know that there are changes coming in for their buyer protection programmes. They've introduced this in the US for the moment. I don't remeber the exact details but overall it should make things more fair for the seller. PayPal should be introducing this in the UK in the coming months.

    i hate paypal. they are unhelpful when a problem occurs all they want is money.scammers is i will say.
    its a long story for me to into.it will take me hours.
