Shut down problem

I put together the following PC last week :

    EpoX EP-9NPA NF4 SLI-DR Mother board
    AMD Athlon 3700+ 2.2 GHz, 1MB
    1024 MB Corsair PC3200 DDR-DIMM
POV Geforce 6000GS 256 MB Graphics card
    500W power supply
    300 GB Maxtor Diamondmax10 HDD

It all went together fine and the operating system is up and running (XP pro), the problem is that when I go to shut down the pc it shuts down windows and then restarts!
And when it restarts it won't detect the hard drive. The hard drive is only detected on hard start up. Also there is message on the motherboard to reinstall the Bios chip, none of these things effects the pc in operation. Anyone experience something like this before?

try creating a shortcut with the following in the command line
    shutdown -s -t 0

this is a one click shutdown and works for me.

Yeah- looks like some sort of hardware driver is not working properly or you need to upgrade the Bios on the motherboard.
When you go into device manager in windows, are there any yellow exclamation marks on any of the devices? IF there are then you need to install the correct driver for the device. (I am not sure if your HDD is a SATA but if it is you may need more specific drivers than the ones windows uses automaticilly)
Then-upgrade the BIOS on the board if there is one available.
Check the boot sequence in the BIOS as well to make sure it is booting from the HDD first......

I dont think the shutdown command will work in this case as it is not getting to the root of the problem.
Finally - run a check on your RAM.

Yeah I tried to flash the BIOS yesterday but didn't seem to have any use, but I'll try the other steps and see what happens, and it is a SATA HDD, Is taking out the BIOS chip and reinstalling it difficult?
    thanks for the suggestions:)

Have you got wake on LAN enabled in the BIOS? One of my old machines used to continually reboot when wake on LAN was enabled, despite nothing on my network that I know that was sending the "magic packet" normally required to trigger a wake on LAN.

If its enabled, try turning it off.
