live game, six seats... blinds 25/50, seat 1 is first to act...
    seat 1 raise to 200
    seat 2 fold
    seat 3 call
    seat 4 folds
    seat 5 (sb) folds
    seat 6 raises to 500...
    seat 3 calls 500...

    dealer deals flop...
seat 1 (who never called the 500 but still has his cards) bets 500...
    queue uproar at the table....

if seat 1 wasnt paying attention and his hand was mucked people would declare his hand dead, so surely if everyone else isnt paying attention, nor is he and he sees a flop and STILL HAS HIS CARDS surely his hand is alive?

Take back the flop and reshuffle the cards. Seat 1 has the option to call or raise. Following his action redeal new flop.

As Above. And if you suspect he did it on purpose to be "cute", warn him publically (at least, I would).
