maybe if you expand on the post a bit?

Are you asking what is the point in taking timing into consideration when attempting to steal?
Well for example I wouldnt reccommend to try a steal having just been sucked out in a big way as people are likely to put you on tilt and call you.

Timing is important in making a steal as if the story doesnt fit you will not pull off your bluff/steal. If you have been playing tight as hell and only playing with premium hands and then suddenly you enter into a part you are obviously going to be able to steal the pot easier then mr super aggressive who likes to get involved.

I think timing is more about players actions in the recent past both your own and your opponents.
