    Put CD in drive.
    Restart.
    Select to boot from CD.
    Agree to License.
Select drive to install Windows to.
Select a file system format (go with NTFS).
Wait for the files to be copied over.
    Restart.
    Step through the wizard.
    Restart again.
    Voila.

    Or something like that.

Re-installing Windows will incurr data loss.

Before you go down that road, have you tried removing additional hardware & booting into Safe Mode (Start the computer - as soon as you switch it on, keep tapping the F8 key - you should be prompted with a menu - select Safe Mode (Using arrow keys & Enter to confirm selection)?

Successfulling loading Windows in Safe Mode would suggest that the issue can be fixed without requiring a full re-install.

ed: Otherwise, as above. (..or Repair..mneh.)

Before you do that, restart the pc, hold down the f5 of f8 key*, I can't remember which at the moment, and start in safe mode then do a shut down and restart. It may start ok for you then.

    *Try one then the other.

    As per aidan_walsh's post.
Boot with the CD in the drive and follow the instructions on screen.

    Man,
Once you format you will lose everything on your harddrive. Do you need to recover any of these, by the sound of it you dont.
