if it's an eircom line your on then it could be the line, give the techs a ring and ask them to check the line. i had to do the same myself a few weeks ago.

Your certain you have a 3 Megabyte line ?
    3MB (Megabyte = 3072k)

As 3Mbps or Mbit/s (Megabit) equals 3096kbps (Kilobit) which equals 387k (Kilobyte) or thereabouts at least.

I have a 4Mbps line from Eircom and it gives a speed of roughly 445k (kilobytes) though not all servers actually serve you at that speed some are slower than others.

yeah. what he said. just devide your speed by 8. That is what you are actually getting in bytes. I think it is a scam that broadband companies advertise their packages in bits, when the rest of the world has moved over to bytes.

Use bandwidth place to roughly test your actually speed in bits.
