Really depends on the nature of the problem.....

The following link has all the contacts for the GAA in Wicklow:
    http://wicklow.gaa.ie/officers04.htm

I am not from Wicklow so I don't know who is who but if you don't know who to contact find out who the actual Chairman is of your sons club and approach them.
    Good Luck

Again, depends on the nature of the problem.

If it's something as simple as not being played then welcome to the world of sports. Soccer, gaa, rugby etc etc........ Whatever the game clubs will always want to win and hence pick their best team.

If you go making an official complaint to the gaa about a simple problem then how's that gonna look?

ye should have a Youth Officer in the club, or a Juvenile Committee which runs the underage section

That is your first port of call

If you get no joy out of that, then there are a few options
