Final table, 5 players left, chip leader raises 5,000 into shortstacks BB,shortstack calls and CL flips over 10s-Js."what are you doing "says shortstack," im not all-in,I have 4,000 left".(after the call). Dealer has to call TD. What decision did he make?

Player with exposed cards cannot bet or raise, only call any future bets.

Same thing happened on my table at IPT in Westwood couple weeks ago and that's exactly the ruling that was made and accepted without any complaints

Exactly the ruling given.(thought i had read somewhere that if cards were exposed white a hand was in play the hand was killed immediately).when does thisversion of the rule be enforced?
To finish out the hand, the flop came K-Q-6, shortstack went all-in for his last 4,000,and after a long dwell-up,CL(dave mahoney aka silver fox) caller.shortstack turned over pocket 8's and silver fox went on to win the hand when turn brought a J and river no help.(he eventually won the tourney as well).

I'm surprised no one here said "he exposed his hand so his hand is dead", usually at least one person wants to put in that particular oar. This rule might be used if someone was consistently exposing cards having been warned, or was obviously trying to abuse the rules.

The rule Culchie gave is normal here. I don't really like it but it's probably a good one to have for your tournaments to be consistent.

Incidentally I think the shortstack played the flop badly, and I don't know what the TJ player had "a long dwell up" for.

the bet was around 6k + not 4k making it 17k in the pot.I wasn't getting the odds to chase the straight if he had a K or Q but after a short dwell up, i figured that the other guy had to go allin with any 2 on that flop so my j and 10 could also be outs which turned out to be the case.

At 6k into a 11k pot you were getting way over the correct price even if he had a K or Q. Your opponent should really have known that, and checked to see a safe card on fourth street before betting. It is not every day you see someone misplay a hand when their opponent's card are face up.
