I remember that, it happened at the very beginning of the occupation, before there was anything that even the Americans called a functioning justice system.

I've no great issue with the crime/punishment bit as there was no practical alternative (what are you going to do, send them to Guantanamo?), though emptying the 9mms into the car before running it over was a little childish.
