    no.

The only good news is that you could use an earlier Service Pack Pro cd if you had that and then re apply the service pack.

If you insert a blank floppy in the machine it will say replace media, then press F8
If you cand even get than far you OS is really dead and needs to be reloaded.

Then I suppose the issue is DATA...

You can still back up some data using a cross over cable, if not get yourself a cheap HDD, swap with existing one. Install OS and use current as a second HDD in the machine for DATA only, this way next time it occures you can safely format reinstall your C drive. I often recommend this to my customers it helps a bit against certain (not all) virus threats

The problem is that your registry is corrupt. Micro$soft's support site have extensive documentation on how to resolve this - follow their instructions EXACTLY!!!! See http://support.microsoft.com/kb/307545/en-us

One thing you can use for such situations is "Trinity Rescue" - a bootable Linux that allows you to recover from many Windoze screw-ups.

You can reinstall XP, ovewriting the current installation. You then have to reinstall any software you already have, but you don't lose your files. It's just very important NOT to format the disk, otherwise you lose everything.
