torrent speed uploading?

after getting a file . at 230kb approx , im giving it back at a mere 22kb. how can i higher this . or is it a fixed speed? using bit tornado . i had commet and was awfull on my pc.

If you are on a Residential ADSL package (sounds like 2048Kbit down/ 256Kbit up) it's right.
