Problem with web server running IIS

I was given the job of looking after a web server last week, because it was severely slow and being used as a spamming agent. The server was running Windows 2000 Advanced Server with IIS (Internet Information Services) 4, and was already on an internal network (site is www.site.network.ie). The av software (Norton AV) was out of date and couldnt be updated, due to the PC grinding to a halt, so I decided to back up the files in the c:\Inetpub folder, and format the server. I installed Windows Server 2003 with SP1 and IIS 6.0, set the IP address, subnet, default gateway, DNS addresses and WINS addresses to what they were before the format, and restored the original Inetpub folder and set up the website in IIS.

I ran into a problem with a part of the page not being displayed with an ASP error, but i fixed this by changing permissions on one of the subfolders in c:\Inetpub\wwwroot. But as it stands, the site can be viewed anywhere within the networks firewall, but it cannot be viewed from outside. From a computer outside the firewall, the message given is that the operation timed out.

Is there a setting in IIS which I have missed?
