Turn off the page file on D: if there is one.
The restart in safe mode since you can't delete a partition if a background app is using it.
right click MyComputer and Manage, Disk and right click on drive and remove.

Increasing size should be able to click on C: then shift click or something on the free space and expand into it

Is your C partition small? If not why not leave the D partition there (or just make it smaller)... it is so useful during reinstalls and just in case scenarios. Hope it works out for you.

performance issues? sounds a little unlikely tbh.

i'm with hamster on this one... if i were you, i'd keep that partition and use it for storing any data you may have. it'll prove invaluable if you ever have to reinstall windows.
