I don't know anything about the Ripwave modem, but I presume you are trying to connect it by USB? Anyway, that being the case, does it say anywhere that the Ripwave modem driver supports Windows 98? Perhaps it only supports Windows 2000/XP?

The Ripwave modem guide here says to dissable all anti-virus software before installing NAVDIAG. Have you done this?

if u have win 98 ,not win98se. u may have to install usb driver install pack. do u see any usb host controllers ,and usb root hub,at the end of hardware/device manager.manual says ,it works under win98 and win98se.It says be sure pc network port is enabled.
