Im gonna be back in the states next month and im thinking of buying a DS there just cause they are so cheap , Are the games region coded? and can you get a USB charging cable for it?

There is no region coding on the DS.

However, when playing multiplayer games, USA games may not work with EU games, and viceversa.

I'm sure you can get a USB charger over there. You can get them here too (only €8 or thereabouts in Game, so it won't break the bank).

In terms of direct connection, there might be compatibility issues playing against other region's copies, but in terms of WiFi Connection games (mario kart, tony hawks, animal crossing, etc.), Nintendo have made a point of making all regions interoperable.
