where[how] does one upload new plugins to use on teh blog?

or can I?

the upload funciton on the admin secition of my blog only allows pic uploads.

yeah you can download to your WP directory in say dreamweaver and ftp them to your site and they should if its done properly show up your Plugin Management page activate them , its very easy , read the help files on the plugin it will explain everything
