If one is due then 92 bus to Trinity College and bus 7/7a/8/45 or 84 to Ballsbridge.

If you miss the 92 then get a 90 bus or Luas to O'Connell Bridge/Abbey Street stop and bus 7/7a/8 from O'Connell St to Ballsbridge.

    Heuston-City should take 15mns and City-Ballsbridge 15 mns.

Fastest should be Luas to Connolly and DART to Landsdowne Rd.

The cheapest would be the 46A or 92 bus. The 92 would leave you to Leeson Street/Wilton Terrace and a bit of a hike.

There is a 46A bus from Hueston to Dún Laoghaire at 08:40hrs
There is a 46A bus Hueston to Belfield at 09:20hrs and 09:25hrs

    Link to 46A Timetable.

Note, the 46A does not travel via Ballsbridge and you will face a 15 minute walk from Leeson Street.
I would second the advice given by John, the 7/7A/8/45/63 and 84 all stop directly opposite the embassy.
It is worth noting the passenger levels to Ballsbridge at this time of morning can be very busy so allow an extra 10 minutes for a packed bus which may pass you by.

I'd take the LUAS to Connolly and then a taxi. A bit dear but quicker.

it's a good 10minute walk, the bus is a better option.

The rules in Heuston in the morning rush are simple use whatever transport is available. Don't hang around if there is a bus loading get on there isn't much to choose between the bus and Luas, but in a 50/50 get the tram. For reference its a 30 minutes walk to College Green

Get a train ticket to "Dublin City Centre" its valid on the 90/91/92 and Luas so you won't have to queue to get a Luas ticket or struggle with change (€1:10) for the bus its the difference between getting on and not getting on

For a start your train won't arrive at 8:30, the 5:30 from Cork always arrives about 5-10 minutes late. Major tip is board a coach as close the front as possible as that gives you a head start down the platform in the dash for the bus and Luas

If you get the 92 (recommended) get off at the stop just after Trinity College walk 30 yards to the next stop and get any of the following buses 5, 7, 7A, 8, 45, 63, 84. The 91 gets as far as Dame Street, head for TCD/ Grafton Street then as above

If you get the 90 get off at Bachelors Walk just before O'Connell Bridge, you want the 5, 7, 7A, 8 or 63 bus stop which should be outside Hamilton Long Pharmacy on the bottom of O'Connell Street. Head up the southbound side of O'Connell Street till you find a stop listing the route you need. The stops move around due to on going works. If you get the Luas get off at Abbey Street and head back to O'Connell Street. Or continue to Connolly and by rail. You could get off the 90 at Liberty Hall just before the loop line bridge, cross the Liffey (Butt Bridge) then Tara Street station to Lansdowne Rd

I think that section is closed at the moment, but check.

That would be the eastern side, opposite the GPO, with traffic heading for the bridge. :D
