If you have unpartitioned space you can do through Disk managemnt in XP.

Yes, you'll need Partition Magic or a similar program.

How does one "set" a partition?

Do you mean create a partition on an unused area of your disk? Then use XP's disk manager to do that.
Do you mean change the partitioning of your hard disk so that you have an extra volume? If so, partition Magic is the way to go.
Do you mean change the drive letter of the drive? If so, you can do that from XP's disk manager too, but then your program directories will point to the wrong drive letter. However, you can use special programs that allow you to move applications and directories to new drives. AppMover is one such app.

I usually use ntfsresize on a bootable linux disk to shrink the partition to leave space. In knoppix it's integrated into qtparted You can then use the partition utility of the OS you want.
