I need to be able to tell what level (dB?) signal is coming out of my sound card.

Is there software that can show me the level of lines in the sound card ?

...but there's no dB coming out of your sound card, just your speakers?

    Haha, sorry, good point =)

Lets say I have 2 mpegs, I need to have them at a similar volume level. I can only set this level at the point of encoding. Where would I measure the levels ?

The mpegs are getting ripped from DVD. I need the level to be comparitive with existing mpegs.

I think this is called normalisation. I'm sure you should be able to get some software to do this for you.
While yes, the main level is set during the encoding, some amplification can be done during playback, but any increase in volume will lead to poorer quality. You'd probably be better making the louder one quieter.
I guess you would be able to set the volume using any good wave editing software.

We do a normalisation of our mp3's using an mp3 gain type software. Standard peak normalisation doesn't seem effective enough.

If I was to do some sort of normalisation on the MPEG's that would mean De-multiplexing to obtain the wave and then multiplexing it back together ?

Trying to make the process as simple as possible because their are crap loads of dvd's to get through.
